Lagos State Invites Bids for Gas-Fired Power Plants Under Clean Lagos Electricity Market Initiative

The Lagos State Ministry of Energy and Mineral Resources (MEMR), in partnership with the Office of Public-Private Partnerships (PPP), has announced an open call for bids to develop gas-fired power plants for the Clean Lagos Electricity Market (CLEM) initiative.

This move is aimed at addressing Lagos’ urgent energy needs and reducing reliance on the national grid, which remains insufficient for Nigeria’s demand.

The bid invitation, signed on Thursday by Biodun Ogunleye, Commissioner of Energy and Mineral Resources, and Bukola Odoe, Special Adviser on PPP, comes after the national grid collapsed twice in the past 72 hours, triggering blackouts across the country.

Lagos state, with an energy requirement exceeding 6 gigawatts (GW) (6,000 megawatts), currently receives less than 2GW (2,000MW) at peak times from existing distribution companies (DisCos).

The state plans to establish four power generation hubs located near existing DisCo substations to ensure efficient energy distribution.

“The Lagos State Ministry of Energy and Mineral Resources (MEMR), in collaboration with the Office of Public-Private Partnerships (OPPP) and other development partners, is pleased to announce its intention to allocate sites for the generation of grid-connected electricity for the Clean Lagos Electricity Market (CLEM),” the government statement read.

The minimum power generation capacity for each of the four hubs will be 500MW, with a minimum capacity of 100MW required from any participating firm. The scope of the project includes financing, engineering, procurement, construction, commissioning, and testing to ensure compliance with grid performance standards. The selected bidder will be responsible for the plant’s operation, fuel supply, and maintenance, ensuring consistent power generation of at least 100MW for CLEM.

Lagos State requires bidders to be either a single company or a consortium with proven technical, financial, legal, and specialist expertise. In the case of a consortium, a lead company must be identified to manage communication with the project delivery team and oversee consortium performance.

Prospective bidders are instructed to register on Lagos State’s public procurement agency e-procurement platform at lagosppa.gov.ng and submit the necessary documents. The application deadline is 5 p.m. on November 22, 2024.
