Governor Abba Kabir Yusuf has signed into law a bill creating three second-class emirates in Kano State. The new law establishes Kano as a first-class emirate, with Rano, Gaya, and Karaye as second-class emirates. The bill, passed by the Kano State House of Assembly, also defines the powers and jurisdictions of the emirs of the new emirates.

According to the law, the Emir of Kano will be the head of all emirates, and the second-class emirs will be answerable to him.

The governor has the power to appoint suitable persons as second-class emirs. The new law does not include Bichi Emirate, which was previously created by former Governor Abdullahi Umar Ganduje but was dissolved by the new Kano Emirates Council law.
